It’s far more complex than that. Things are still stable in Ramadi, mostly because the local leaders made a durable deal with the PM. Nuri al-Maliki however, has in the main not been supportive of local government for Fallujah, which he seems to see as a nest of vipers. given the number of ex-insurgents from Fallujah who have gone back into Islamist insurgency in Syria, he has a point.

PM al-Maliki may also be under pressure from Iran to prevent Iraqi Sunnis from joining Syrian rebel groups.
