Torture is completely immoral and it does not work. Further, not everyone detained or tortured was guilty.

Worst of all, if you convince an enemy that you will torture them upon capture, they will not surrender. They will fight to the last and that means you must kill them and risk more of your own men. In other words, it costs more lives than it saves.

As to waterboarding, it was considered a crime by the Union when it was done at Andersonville. It was considered a from of torture by every civilized army of the world until the Bush administration and lastly, but hardly least General MacArthur executed japanese for the war crime of waterboarding as part of the Tokyo trials. If you doubt any of those statements look them up.
