It’s not really about leaving the region squirming, since they final vote on a package like this is ‘Congressional Kabuki’ and Cuomo and Christie know it. At least 12 of the Reps who voted ‘no’ would have voted ‘yes’ if their votes had been needed to pass the bill. The vote was engineered to pass the bill while giving most Republican reps cover from their political base. Congress does this sometimes, and while its fundamentally dishonest its not really something that they can be stopped from doing.
