Why are you presupposing that a non-“right wing anti-agw publication” would not call COP 15 a “failure”.

Clearly COP 15 did not achieve the results the (majority of the) parties had hoped when in Bali they prepared for it. Using that criteria, of course COP 15 was a failure.

However, there are very many ways to analyze the current world wide political struggles to deal with AGW (as well as a host of sustainability issues), and those who believe that a carbon tax/fee is a better approach might take heart that cap and trade is declining in political desirability.

Of course, whether or not any meaningful solution can be found to avoid a climate disaster by man’s hand is another is another whole point of contention… just ask Cato the Doomer.
