No doubt what they fund it good for us all. However think about it this way. the NIH has a normal extramural research budget and people scratch and claw to get the money and one has to have a really good project. Then suddenly the magic fairy swoops down and gives you 5 billion more to spend and you get it done in 5 months. It is really not possible that people put in great new projects. All it means is the NIH funded projects that in other years they would have passed on.
