I’m not sure the use of nuclear weapons as a “defensive” first strike would be something that would hold up well in either public opinion or Congress.

Trump has shown no respect for the constitution, so I doubt that alone could or would prevent him from ordering a launch. And if it gets to that point, public opinion would be the least of our concerns.
