Anne Gorsuch Burford, President Ronald Reagan’s first EPA administrator, resigned in disgrace in 1983. Burford was EPA’s first female administrator (not to mention the mother of Supreme Court Justice Neil Gorsuch), and stepped down after being cited for contempt of Congress for refusing to turn over Superfund records.
