Blame the fucking criminals.

I do blame the criminals first, but the unions need to accept that in light of the threat of state monies being stolen, as has happened in the past, the state needs to have an agency outside the city government manage the funds. I understand that’s humiliating for Detroit, but given the circumstances that sort of raw deal is the only deal the state can afford.
