In general I’m biased strongly to vote against just about any proposition. It’s incredibly easy to get a proposition onto the ballot and occasionally you’ll get two or three very similar propositions by opposing groups just to confuse the voters.

16 is just a PGE grab. I remember listening to the radio and hearing a remarkably professional radio ad for it and thinking, sorry, that can’t be right. A Harry and Louise kind of ad. Full of concern.
