My sister has a similar policy; whenever she buys a new piece of clothing, she throws out an old item so her wardrobe is forever new. My policy is to buy more hangers.

Any creative agency can work around this restriction. The new regulation can incorporate the old ones. There are also many regulations that are obsolete and dead letters.
