The GOP leadership seems to be of two minds; on the one hand, they want immigration reform so they can use it to pander to Hispanic voters. On the other hand, they’re afraid of it for the reasons you cited.

The base is almost universally against it, because of their fear of Hispanics voting en bloc for the Democrats, coupled with their nativist sentiments and bigotry.

The base is the problem in the end I think. I keep on hearing how when the older Republicans die out, the GOP will get better on social issues and maybe there are some grains of truth to that but in my observations, the new GOP blood- Rubio, Cruz, Jindal, Ryan, Paul, and others are just as if not more socially reactionary than the older ones.
