Not to wander off too much into the historical weeds, but a lot of historians have taken issue with that last analysis. Old Kaiser Bill was infamous in pre-WW1 Europe (at least among statesmen and his fellow monarchs, especially his “family” - relatives descended from his grandmother, Queen Victoria) as being exactly “thin-skinned and grievance-based” in both personality and politics.
