Pretty confident that this isn’t how it works…saying you can’t cite to prior cases is not the same as setting the Court’s jurisdiction.

Also, too, what’s the recourse?

Like I said, I think they’re going to run into the issue that, while the legislature controls the structure of the legislature, telling them exactly what to do kind of violates the constitution.
