Legally, the bill has no possibility of passing. You can’t amend the state constitution by common legislation, even in South Carolina. Sounds like a desperate political move done to appease the crazy voter demographic.

Plus the abstract’s wording is cockeyed.

They are not amending the state constitution. They are amending the state’s marriage laws.
