I think you have a good point there. However, this particular jerk does need to be kept out of any position of leadership, and should not be allowed to act as a priest (much less a bishop).

He won’t be. He was never considered a Bishop by the RC Church and he’s already stripped of his priestly functions ( he was originally ordained a priest by the RC Church - and that’s for life - even w/out being able to perform sacraments/Mass). If he repents and seeks forgiveness, theoretically he could go through lots of fiery hoops and be re-instated as a functioning priest - but certainly not as things stand now.
