Are you turning it in via the mail, or by hand?

If via mail, sign it in front of a notary and have it notarized, send to your Dad with an addressed, stamped envelope and ask him to sign, put it in the envelope and mail it.

The notary is supposed to WITNESS you signing it, in order to notarize it (swear that it is indeed your signature).

Turning it in by hand, but the only way for me to get it to him would be express mail and then him expressing it back. No reasonable way to get us both in front of a notary at the same time.
