Maybe I have the wrong impression, but it seems to me that White Flight is what is causing the misery of Detroit. People moved out with integration, which caused the tax base to shrink because the people moving had less means as a result of centuries of prejudice. Tis caused a vicious cycle that lasts up to know.

Of course, Canada did something a while back that I think would solve the Tax Base problem:

Toronto, Halifax, and Montreal being the largest examples. Amalgamate the white flight suburbs into Detroit.

That, or find a way to put a special Punishment Tax on the Suburbs to reconstruct Detroit, with special effort being made to get those still living in the city decent jobs.

The city limits of Detroit are quite specific, and most industry moved beyond the boundaries some time ago. All these little satellite cities and townships are completely autonomous and those north of 8 Mile are not even in the same county as Detroit.
