Well, it might be that he was suggesting that a fundamentally uninformed electorate might not always be relied upon to vote in a manner consistent with the principles of a limited and republican form of government.

It might even be that he was suggesting the ability of the electorate to be able to read and comprehend what they read would be desirable.
