I know how to solve the issue: lets have a MANDATORY NATIONAL ID CARD for all citizens and legal resident aliens and a CENTRAL REGISTER at which the 9/11 dispatcher can check names and addresses.

Simple and easy, right?

Probably cheaper than a fence in any case.

I’m hoping the 911 operator is too busy helping the caller to worry about asking for legal status.

Besides, people will just learn to lie about it.
