That’s shit that already carries criminal penalties, which is why it’s usually the subject of any investigation into a gun-related homicide.

Does the penalty relate in any way to the crime committed with the gun? Or just a violation of the rules? If they’re partly responsible for the crime committed with the gun, I think that would create increased cooperation with the process. And cause some dealers to get out of the business.
