To me, the part about the Governmnet failing to keep up with the applications is the least surprising aspect of this failure. The reason bureacracies are such huge albatrosses around our economy’s neck is that they are designed to be so. Nobody ever walks into a Gov’t job and starts planning how to streamline ops, shrink their budget and eliminate employees. Just the opposite. Without the baffling fine print and self-defeating redundancies built into most Gov’t programs, half the Gov’t workforce would be on the soup line. So when a comparatively simple, straightforward program happens along, the cumbersome mass of semi-employed humanity in the Government has a natural tendency to slooow things down. Job security.
