To be a bit pedantic: One meaning of coon is a racial slur for African-Americans. Coonskin is the pelt of a raccoon. A possible way of interpreting Buchanan’s line, especially considering his history, is that he’s describing a Tea Party victory by saying they’ve nailed the President to the wall.
