Clearly Santorum either doesn’t understand US constitutional law and treaties or is intentionally misleading his followers to believe that a treaty can somehow override or abrogate federal law protections. The Supreme Court has ruled as much (repeatedly). For instance, Reid v. Covert indicates as much:
