Yeah, she is. As reasearchok said, one decision does not a jurist make, but like him I would have to read the particulars of her dissent.

She didn’t write the dissent. Justice Breyer did. The case only had two opinions, Breyer’s and the majority opinion of Chief Justice Roberts.
