I may be wrong, but I think DF read CL’s comment as saying that we should move to a system like England’s, where the civil ceremony is separate from the religious ceremony.

That’s certainly not how I would read CL’s comment (just that she was emphasizing that the civil and religious aspects are separate, even though they are often conflated) but I could sort of understand how he might get there.

But we already do have separate civil and religious aspects.
I’ve been married twice (widowed and then remarried). Both of my marriages were civil ceremonies, not a church in sight.
