I sees me a marketing opportunity. Fake valve stems. For those who want to run lower tire pressures for maximum adhesion. So you get a small aluminum cylinder, clamp it into the drop-center part of the rim, and link it by means of a short hose to the visible valve stem. A similar weight added to the opposite side of the rim for balance of course. Drill a new hole on the inboard side of the rim for a valve stem to air up the tire. Air up the tire to whatever you like. Air up the little cylinder to whatever the government likes. Problem solved.
