No, they can’t. They have no power whatsoever over Amaury Sport Organization or Union Cycliste Internationale. USADA didn’t award the prizes nor do they have any retroactive power over the official TDF record books. It’s all bluster, they’re arrogating themselves to a position they simply do not hold.
