The Confederate government was paralyzed by its built-in fetish for states rights. The various secesh state governments were loathe to support any troops but their own, which was impractical given the sometimes great distances to theaters of operation. When Sherman’s men swarmed into Atlanta they found warehouses bursting with food, ammunition, uniforms, and other supplies that Georgia was hoarding even while Lee’s troops in Virginia were starving and barefoot. The food and ammo was put to good use while the uniforms were consigned to the flames.
