AS A GENERAL RULE OF THUMB, if you are using it as a verb, it is affect and if you are using it as a noun, it is effect. (NOTE: there are special cases where this does not apply, but that will cover you 95+% of the time.) And if you are talking about how well something does the job, it’s effectively.

As in, he effectively proved he knows nothing about English.
