That Iranian fleet you’re talking about is 3 out of date subs, a few missile fast attack boats, and countless civilian ships outfitted as suicide bombs. Which ones do you think will give us the most trouble?

So far they’ve shown little interest in building or using suicide craft. Their series of exercises has featured small craft, but those have been clearly military craft, including minisubs. The Iranian Navy isn’t going in much for manned bombs, they’d rather use guided missiles. Remember, this is a force led by professional officers, not terrorists.
