Here’s an interesting tidbit and why Hoffman’s out of district bid wasn’t a legal issue; the US Constitution only requires that a Rep be a resident of the state in which the district is located; he doesn’t have to be a resident.

It means anyone can carpetbag for a district elsewhere in the state of residency.

The problem with Hoffman running while not a local resident had more to do with the fact that he didn’t know the local issues or concerns, and voters probably didn’t care for that vs. a candidate who did know the issues in the form of Democrat Owens.
