Yes there is a difference between giving a speech and spontaneous debate especially if the answers are SUPPOSED to be spontaneous. The hand notes is pretty funny and I’ve been having a good chuckle about it. If the question is something really specific about the statistics or about some sort of more obscure policy then referring to a note about it isn’t really a big deal at least in my experience. If the question however is really open and pretty much a softball, more about just relating some general party or personal talking points then yeah cribbing it like that is pretty funny, especially if you actually know about the question before hand. It’s just really funny theatre in that case. Kinda like actor not being able to remember their lines.

Here it’s just has an added layer of humor because of the whole OMG teleprompter thing thats been going on.
