Online seems to be a 5-step process at optimum. Before the end, you are dealing directly with Blue Cross or whoever you have chosen. (Here we have only BC.)
The expectation for a working system is that the family process should take about an hour, depending on complexity. That’s even with Navigator help.

I got all the way to selecting the policies I want but at the “confirm” stage it just stopped. I don’t know if there’s something else I need to do or if I will be contacted. Can’t get any info from Live Chat or the call center - both seem quite worthless frankly.
