They don’t need arcane rules. There’s a vote-a-rama procedure that they could invoke should the GOP try to get this through on a 50 vote basis (rather than the regular order of business that would require 60 votes to address tax measures that aren’t balanced after 10 year period). GOP also trying to play games with that rule too, to avoid having to balance the budget.

So fiscally responsible that they’ll wreak havoc all over the place to get their sweet tax cuts for millionaires.

Vote-a-rama lets anyone introduce amendments to the bill, each of which must be voted upon.

If you need a reminder that even the NeverTrump Republicans are still soulless bastards, note just how few of them are objecting to this. No, they think Ol’ Mitch is just great, really effective legislator. And they think Nancy Pelosi is the GOP’s secret weapon.
