If the city dots their I’s, and crosses their T’s its not tough to fire someone… if they fail to do things correctly they’ll lose at arbitration.

I don’t have a problem with that summary. Shitty managers hire and produce shitty employees who are defended and reinstated to be shittily managed again till they actually break a law that prevents them from being rehired.

Unfortunately with cops, those shitty employees who are being shittily managed have guns, tasers and lots of implied authority and they work around me and my friends.
