I tend to be a skeptic but I think seeing the original document would seal the deal. There are several Andropov letters to the Central Committee here:

Which is part of the Yale University Press Annals of Communism Series.

I looked for this one to no avail. It could be a matter of suppression on the part of Yale. Overall though we need to see the original document. Kengor has only said that it was “vetted.”
