It’s a hold over from the progressive era at the start of the 20th century. The railroads basically controlled the government, including the courts. So it, like the referendum, served as check against the powerful non-government actors. Probably something that has outlived its usefulness.

Now corporations buy judges by pouring massive amounts of money into their campaigns.
