Of course there will be survivors for whom the damage will already have been done. The concern would have to be how to minimize the risk of these riots happening again.

Adding more and more security cameras only creates more paranoia. Perhaps the problem with the “government assistance” to these neighborhoods is that it’s not going where it should be going - to helping get those kids into productive lives… and not in the bobbys’ vans.

You could be absolutely correct. But that doesn’t change the reality on the ground that those kids are currently looting and torching buildings. That’s something to look at in the future, but the concern now has to be restoring law and order, and arresting those who are committing the crimes.
