You have to provide proof that you’ve owned the car for at least a year prior to trade-in. If what you describe is taking place, you need to contact the police; it is completely illegal.

The dealer will pay a 15K fine for any fraudulent deal like that, and are very cautious. One guy owned the same clunker since the late 80’s, but his wife let the insurance lapse for a week in the last year and they would not take the car. He’s trying to get a waiver from the program.
