Why on earth do you trust whoever’s in charge of the police department to make smart decisions on that? That’s the part of your argument that makes zero sense.

That way lies a corrupt chief of police stacking the department with his cronies, just as easily as it does a stalwart chief firing the bad apples.

So why do you think it’s a solution?

Why on earth do you immediately suspect that whoever is in charge of the police dept is some corrupt cronie hiring miscreant?

Is there an epidemic in the USA of that?
