They’re failures because each implementation runs into the exact same problem - they keep costing more than the proponents claimed, and the only way to get the books balanced is to hike premiums, cut services, or a combination of the above.

The cost of doing nothing? We aren’t doing nothing even if HCR at the federal level stalls. States are more than free to figure out their own way to figure how to reduce the costs locally and how to provide for their individual insurance standards themselves. Each state is more than free to pursue their own individual plan that can somehow figure out how to deal with the rising costs and expenses without blowing the bank (which is already tapped out).
