FWIW, my Empire army is proably around 15,000 oints. Insane.

Ran an Apocalyose scale fight fielding a full Space Wolves Great Company, with Inquisitorial Storm troopers and IG with a Baneblade support a few years back. I think the full list topped out at 15,000 pts.
