There is no fallacy in stating that certain values are considered important, but when the statement takes the form that a lawbreaker cannot be a a member of group X, be it conservative or liberal - (and both groups could make their respective cases equally passionately I am sure) - then we are very definitely in no true scotsman territory.
So if I say “No true pacifist shoots a man in cold blood without provocation” that is a fallacy?
