Nationalized health care would mean that doctors, nurses, and other health care professionals were now all government employees, as they are in Britain in the NHS.

Nationalized health insurance would mean a single-payer system like they have in Canada.

What HCR provided for was neither. You can look up what it actually was, if you want to actually be informed on the issue.
