Okay, but that would obviously be the next step in the discussion. Say that Heartland wants to spend a bunch of money down in Costa Rica encouraging nuisance freedom of information type attacks on climate scientists and ecologists there. It could be easily done under the rubric of human rights— as could an organization claiming the current government was trampling human rights and should be ousted and have a right-wing government put in place.
