After all, when you file your federal returns, you’re also supposed to be filing with the NYS Dept of Tax and Finance and the NYC Dept of Finance.

The IRS isn’t alone in taxing income or checking employment status.

Right. I think enforcement of these labor laws actually falls to the state/local labor authorities and not Federal. Still surprising that NYC/NYS haven’t managed to do something about it yet.
