If not Israel then perhaps some other country. Don’t forget that Iran actively takes part in arming insurgent in ME countries already. As to the who apparently the United States, including Obama; Sarkozy and France; numerous other European countries. They all think that Iran is already enough of a potential threat to impose ever strengthening sanctions against Iran. Obviously there’s already a bilateral consensus that they are a threat. Even the last IAEA from the United Nations said as much. An the UN also seems to think that Iran poses a threat.

Again, what countries is Iran going to attack as soon as they develop nuclear weapons?

The IAEA’s interest is to bring Iran back into the umbrella of supervision of nuclear technology, and to try to enforce the NPT. But that treaty is no longer going to work when you

a. excuse certain countries like Israel and India from its requirements. and
b. constantly threaten countries with nuclear capability but no weapons with attack, to the point where they feel compelled to develop weapons as a deterrent.
