I am going on a working assumption that if you can’t fly directly from Africa to Mexico City then you can’t fly direct from Africa to any other city in Mexico.

OK, let’s say that you somehow managed to make a connecting flight without papers (ask Snowie how easy that is) then you get are still over 600 miles away from the US border.
