Those I presume are the NCLB-mandated performance tests, in this case for math. There is a huge scandal in the Atlanta schools about widespread cheating and post-test corrections by teachers on those tests. There was a similar scandal in the D.C. schools from the time Michelle Rhee was the chancellor there.
