Not even then. LAPD pays out more than $50 million in settlements every year (2016 was a near record, with $80 million. And the Rampant Division scandal all told was $125 million). Plus of course the cost to the city and the department of the lawyers and their support staff.

Thank how many better cars, radios, bulletproof vests, etc they could have bought with that money. Or better counseling and more time off for officers who had to deal with traumatic cases that weren’t their fault. Or adding a whole other precinct in a neighborhood that really needs it.
